Strengthening CBRNE Talent Development and Cross-Sector Innovation for a Safer Future

Challenges

The SPARKUP project is driven by the urgent need to address the growing risks associated with Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) threats, which are particularly pronounced in the Southern Central and Eastern European (CEE) region. This region is specifically vulnerable due to its geographic proximity to the conflict in Ukraine and other geopolitical tensions that exacerbate security risks. Existing limitations in cross-sectoral collaboration, research capacity, and talent mobility further restrain the region’s ability to respond effectively. Additionally, a fragmented research ecosystem and a lack of targeted training opportunities for emerging CBRNE professionals have led to critical gaps in preparedness and resilience, making it imperative to act swiftly to build a robust, future-ready CBRNE innovation landscape.

Objectives

SPARKUP aims to develop and implement a comprehensive strategy that strengthens the Southern CEE region’s CBRNE resilience by focusing on talent development, cross-sectoral collaboration, and sustainable research excellence. The project seeks to enhance the interoperability of careers between academic and non-academic sectors, improve the employability of R&I professionals, and foster long-term knowledge exchange. Through its three core pillars: (1) launching talent development and circulation activities, (2) establishing sustainable talent management and knowledge transfer frameworks, and (3) creating a Center of Excellence at UCPS, the project aspires to position the region as a leading hub for CBRNE expertise. Ultimately, SPARKUP contributes to closing the gaps within the European Research Area (ERA) and equips a new generation of researchers and innovators with the skills needed to address evolving CBRNE threats.

Our Role

In SPARKUP, Privanova leads Work Package 4 on Global Outreach, Sustainability, and Exploitation, which includes the development and implementation of the Dissemination, Exploitation, and Communication (DEC) plan, public outreach activities, and collaboration with clustering initiatives and practitioners’ networks. Additionally, Privanova is responsible for ensuring compliance with legal and ethical standards by managing the GDPR and Data Management Plan, overseeing Ethics Compliance, and coordinating the Ethics Advisory Board.
